Otago Regional Pest Management Plan: Feral Rabbit Rules
Otago land occupiers are required to keep feral rabbit numbers at or below Level 3 on the Modified McLean Scale under the current Otago Regional Pest Management Plan.
The Otago Regional Council’s current operative Regional Pest Management Plan 2019–2029 identifies feral rabbits as a pest animal managed under a sustained control programme.
Under Plan Rule 6.4.6.1, land occupiers in the Otago region are responsible for controlling feral rabbit densities on the land they occupy to at or below Level 3 on the Modified McLean Scale.
The Modified McLean Scale is used to assess rabbit population levels. Level 3 refers to odd rabbits being seen, with signs such as some buck heaps showing and pellet heaps generally spaced 10 metres or more apart.
The plan also includes a Good Neighbour Rule, which may apply where rabbits are affecting adjoining properties and coordinated control is required near property boundaries.
For the most accurate and current details, landowners should refer directly to the Otago Regional Council’s Regional Pest Management Plan page and any current ORC rabbit management updates. ORC is also reviewing pest management in Otago, so community members may wish to check for consultation opportunities or updated guidance.
